LIFESTYLE SPENDING ACCOUNT (LSA):
P&A Group effective July 1, 2025 for Retirees and Spouses enrolled in Excellus Medical Plan.
Effective July 1, 2025, all employees, their spouses, and retirees under 65, along with their spouses enrolled in the Elmira City School District-sponsored Excellus medical plan, will receive a new lifestyle and wellness benefit with an annual contribution of $400 per employee and $400 per spouse enrolled in the health plan. Have a routine annual physical exam and earn an additional $100 LSA contribution ($500 per individual or $1000 for member and spouse). Eligible expenses will include wellness activities and physical fitness expenses, which are listed below. At the plan year's end, unused balances will be forfeited, and your account will be replenished on July 1, 2026.
Sample Eligible Expenses
Fitness & Physical Activity
- Classes, programs, and activities (examples: yoga, Pilates, dance, spin, martial arts, etc.)
- Gym membership/passes
- Excludes: social and recreational clubs like country clubs
- Fitness equipment (examples: elliptical machine, treadmill, weights, bicycles, mats, etc.)
- Excludes the purchase of retail items such as apparel, shoes, clubs, bats, balls, racquets, etc. unless proof of league registration is provided
- Physical activity lessons (examples: golf, swim, dance, tennis, pickleball, rock climbing, etc.)
- Sports league fees (examples: recreational softball, volleyball leagues, basketball leagues, etc.)
- Race and entry fees (examples: 5k, 10k, marathons, Spartan, trail running, triathlons, etc.)
Health & Wellness Services
- Licensed Massage therapy
- Nutrition counseling
- Cooking classes
- Meal delivery services (examples: Daily Harvest, Hungry Root, Hello Fresh, etc.)
- Certified Personal Training
- Therapy counseling (examples: behavioral, yoga, and art therapy)
- Museum, state, and national park entry fee
- Meditation, mindfulness, and stress management programs (examples: yoga, Tai Chi, Qi Gong, etc.)
- Mental health app (examples: Calm, Insight Timer, Headspace)
- Therapeutic stretching (example: Stretch Lab)
- Weight management programs (examples: Weight Watchers, Noom, etc.)
- Herbal and alternative medical care (examples: cupping, hypnotherapy, Rolfing, Reiki, float tank, etc.)
Routine Annual Physical Exam by Your Primary Care Physician
Complete your annual physical exam with your primary care physician and submit your attestation form and earn an additional $100.

2025-2026 Lifestyle Plan Summary
- A third party, P&A Group, administers the Lifestyle Spending Account.
- The Lifestyle Spending Account is a post-tax benefit and, therefore, considered taxable compensation
- The Lifestyle Spending Account is effective July 1, 2025, and ends on June 30, 2026
- Employees will have until June 30, 2026, to submit claims for eligible expenses purchased during the 2025 -2026 plan year
- At the end of the year, any unused funds will be forfeited. Your account balance will be replenished on July 1, 2026

How to Submit Claims
Submit a claim using one of the options below. Within 30 days of submission, reimbursement will be provided via payroll.
P&A GROUP MOBILE APP Download our mobile app and log in to your account. Go to the menu and tap Upload Claim/Documentation to submit your claims.
Quick Claim from Your Smartphone: Take a picture of your receipt or other supporting documentation of your eligible expense. Then, log in to your account from your mobile device at www.padmin.com by selecting Account Login and following the prompts on your screen.
Electronic Claim Upload from Your Computer: Submit claims directly online at P&A’s website, www.padmin.com, by logging into your P&A account. Select Upload Claim/Documentation under Member Tools.
Fax or Mail a Paper Claim: Complete a claim form and fax or mail it to
P&A Group. Claim forms are available when you log into your account at www.padmin.com.
